The Central Government in exercise of the powers conferred by sub-sections (1) and (2) of section 12 of the Waqf Act, 1995 (43 of 1995) read with rule 13 of the Central Waqf Council Rules, 1998, makes Central Waqf Council (Group ‘A or B and C’ Non-Gazetted, Non-Ministerial Posts) Recruitment Amendment Rules, 2016 to amend the Central Waqf Council (Group ‘A’, ‘B’ and ‘C’ Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2014. They shall come into force on the date of their publication in the Official Gazette.

In the Central Waqf Council (Group ‘A or B and C’ Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2014, in the Schedule, in entries at serial number 1 relating to the post of Secretary,—

 (a) for the entries under column (4), the following entries shall be substituted, namely:— “Pay-Band-4, Rs. 37400-67000 plus Grade Pay of Rs. 8700”;

 (b) for the entries under column (11), the following entries shall be substituted, namely:– “Officers of the Central Government or the State Government or Union territories Administration or Public Sector Undertaking or autonomous or statutory Body—

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years regular service in the grade rendered after appointment thereto on regular basis in post in Pay Band-3 Rs. 15600-39100 with Grade Pay of Rs. 7600; and

(b) possessing the following qualifications and experience– Essential:- (i) a bachelors’ degree or equivalent from a recognised University or Institute; and (ii) having at least five years experience of administrative, financial and legal matters. Desirable:- (i) Five Years of experience in financial and legal matters. (ii) working knowledge of Urdu language; (iii) experience in the field of waqf management, administration, finance and management.

Note:—

  1. The period of deputation including the period of deputation in another ex-cadre posts held immediately preceding this appointment in the same or some other organisation or Department shall ordinarily not exceed four years. The maximum age-limit for appointment to deputation shall be not exceeding fifty-six years as on the closing date of receipt of application.
  2. For the purpose of computing minimum qualifying service for deputation, the service rendered on a regular basis by an Officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission, has been extended, shall be deemed to be the service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.”
