Kerala High Court: The Division Bench of Navaniti Prasad Singh and Raja Vijayaraghavan, JJ, ordered the State Government that substance of the gazette notification should be published and given due publicity in various newspapers of wide circulation in the State.

The gazette notification was about the amendments to the Kerala Conservation of Paddy and Wet Land Rules, 2008 which provide opportunity to the public to raise objections with regard to entries included in the data bank. The Court notes that this is done for the benefits of the citizens and such amendment is of no utility if people are not aware about it. [R. Balakrishnan v.
