Considering the issue of exploitation of Indian Nurses going abroad for employment, the Ministry of Overseas Indian Affairs made it mandatory to obtain emigration clearance from the office of Protector of Emigrants (POE) for the Indian Nurses seeking overseas employment to United Arab Emirates (UAE), Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, North Sudan, South Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq with effect from 30-04-2015. The ministry also restricted the recruitment of nurses for Overseas Employment through two state run recruiting agencies viz. NORKA Roots and Overseas Development and Employment Promotion Consultant (ODEPC), Kerala only.
