The Union Cabinet has given approval for the MoU between India and Guinea in the field of Renewable Energy.

Objective:

          The objective of the MoU is:

  1. To establish the basis for a cooperative institutional relationship
  2. To encourage and promote bilateral technical cooperation in the field of renewable energy on the basis of mutual benefit, equality, and reciprocity between the Parties.
  3. Areas of cooperation include Solar Energy, Wind Energy, Bio-energy, and Waste to energy, Small Hydro Storage and Capacity Build.

The Memorandum of understanding will also help in strengthening bilateral cooperation between the two countries.

The MoU will promote cooperation between India and Maldives in judicial and other legal areas, and enable the exchange of knowledge and technology in training and capacity building.

Government e-Marketplace (GeM) signed a Memorandum of Understanding (MoU) with Union Bank of India (UBI) in New Delhi on October 10, 2019.

Through this partnership, UBI will be able to offer an array of services including transfer of funds through GeM Pool Accounts (GPA), advising of Performance Bank Guarantees (e-PBG) and Earnest Money Deposit (EMD) to the registered users on the GeM portal. The MoU will facilitate a cashless, paperless and transparent payment system on the portal and will create an efficient procurement system for government entities.

Online integration for payments and various banking services is one of the priorities for GeM. GeM has already signed MoU with 14 Public Sector and private banks to enable this.

GeM is also working with other banks, TReDs, and SIDBI to provide invoice financing and Bill Discounting to the MSMEs registered on GeM. This will help MSMEs access easy credit and do better business with Government Departments.

GeM is an initiative of the Government of India offering a one-stop platform facilitating online procurement of common use goods and services required by various government departments, organisations, Public Sector Units. GeM provides tools for Direct Purchase, bidding and reverse auction in a transparent manner for government departments.

Union Cabinet has given ex-post facto approval for the MoUs between India and Foreign Broadcasters in the field of Radio and Television.

Benefits:

The MoUs with the Foreign Broadcasters will help:

  1. Public broadcaster in exploring new visions;
  2. New Strategies to address the demands of new technologies and stiff competition;
  3. Media liberalization; and
  4. Globalization.

Major Impact:

Broadcasting of programmes to be obtained through mutual exchange, co-production will lead to equity and inclusiveness among viewers/listeners of DD and AIR. Exchanges of technical Know-how, expertise, and training of manpower would help the public broadcaster to meet the emerging challenges in the field of broadcasting.

Indian Railways have undertaken some major Green initiatives as part of India’s contribution towards mitigation of global warming and combating climate change. To carry forward this green initiative, an MoU was signed between Ministry of Railways and Confederation of Indian Industries (CII) for facilitation of green initiatives in Indian Railways at New Delhi today in the presence of the  Minister of State of Railways, Shri Suresh C. Angadi, Director General of CII Shri Chandrajit Banerjee, Member, Rolling Stock, Shri Rajesh Agarwal and other Railway Board Officials.

The objectives of the MoU:

  1. Energy efficiency in manufacturing facilities and railway workshops.
  2. Greening of Railway properties.
  3. Demonstrative pilots of ‘net-zero energy buildings/ railway stations’.
  4. Capacity and skill development by continuous sharing of best practices on energy and environment through training programmes.
  5. Development of Green procurement policy, waste management policy, solid waste disposal, carbon neutrality, phytoremediation.

Three Coffee Table Publications –one each on Energy Efficiency, GreenCo Rating and Green Buildings(including railway stations) were also released for wide circulation as part of efforts taken by the Indian Railways team as envisaged in MoU.

Indian Railways & CII have been working together since the signing of MOU in 2016 on Green Rating & Energy Efficiency Studies of IR’s Production Units & major workshops and after assessment in last three years, 50 Railway Units including workshops and production units have achieved GreenCo certification. In addition, 12 Railway stations and 16 more buildings and other facilities have also achieved Green certification.

GreenCo rating system developed by CII evaluates the green initiative and the rate of performance of industrial units who are pursuing environmentally sustainable practice and also certifies green building, green campus and green schools, etc.

A Memorandum of Understanding (MoU) was signed today between the Department of Social Justice, Ministry of Social Justice and Empowerment and National AIDS Control Organization (NACO) Ministry of Health and Family Welfare.

Salient points of MoU are as follows:

  • Inclusion of target groups of NACO and National Action Plan for Drug Demand Reduction (NAPDDR) in the programmes of NAPDDR & NACO for awareness generation.
  • Enhanced linkages and effective co-ordination between Injecting Drug Users Targeted Intervention (IDUs-TI) supported by NACO and Integrated rehabilitation center for Addicts (IRCAs) supported by DSJE.
  • Create awareness and educate people about the ill-effects of drugs abuse on the individual, family, workplace and the society at large and reduce stigmatization of and discrimination against, groups and individuals dependent on drugs in order to integrate them back into the society;
  • Develop human resources and build capacity in order to strengthen the service delivery mechanisms for drug addiction treatment.
  • Developing welfare scheme aiming at social inclusion and empowerment of Transgender which face extreme social alienation enhancing their vulnerability to HIV and drug abuse.
  • Address risk of HIV transmission among all substance users through preventive risk reduction messaging on HIV/STI and linkages with Integrated Testing and Counseling Centre (ICTC) and other services.
  • Working towards empowerment of discriminated and vulnerable groups like victims of HIV/AIDS, victims of drug abuse, female sex workers, Persons engaged in Begging and transgender by nurturing a supportive and congenial environment which promotes human development by safeguarding human rights of all, providing social protection and rendering psycho-social care.
  • Include female sex workers and transgender as target group for social defence and drug addicts as a target group for NACO.
  • Reduced incidence of social stigma and discrimination again victims of drug abuse and Children and People Living with HIV/AIDS through programme education setting.

Ministry of AYUSH and Ministry of Health & Family Welfare have signed MoU today to forge inter-sectoral convergence at the level of policy, planning and programme implementation for an accelerated response towards “Tuberculosis Free India” initiative. The intended collaboration between the two Ministries aims at the development of linkages and integration of TB care services within the infrastructure and institutional network of AYUSH. The MoU was signed by Secretary Health and Family Welfare Smt. Preeti Sudan and  Secretary AYUSH, Vaidya Rajesh Kotecha in the presence of Minister of Health and Family Welfare Shri Harshvardhan, MoS Health and Family Welfare Shri Ashwini Choubey and Minister of State for AYUSH and MoS Defence Shri Shripad Yesso Naik.

The MoU with the Central TB Division of the Ministry of Health & Family Welfare outlines the scope and extent of AYUSH involvement in sensitization, awareness generation, capacity building of AYUSH institutions and health service providers in the areas of TB diagnosis, control and management. Focused activities envisaged under the MoU will cover joint planning to work with AYUSH organisations & professional bodies and promote adjuvant use of evidence-based AYUSH interventions for, TB control and management. It is also intended to facilitate research collaboration and best practices of AYUSH healthcare and build up capacities for TB-free workplaces and communities. Both Ministries will appoint Nodal Officers for development of implementation plan, modalities of operationalization and steering the collaboration activities outlined in the MoU.

The National Small Industries Corporation signed an MoU with  Common Service Centres (CSC)  e-Governance Services India in New Delhi, for enhancing new offerings for the MSME sector by synergizing each others’ competence. The MoU was signed by Ram Mohan Mishra, AS&DC(MSME) and CMD, NSIC and  Dr Dinesh Kumar Tyagi, CEO, CSC e-Governance Services India Limited.

Speaking on the occasion, Shri. Ram Mohan Mishra,  stated that this MoU will have a special focus on providing services to village level entrepreneurs (VLEs) and would to lead to the exponential growth of Village Entrepreneurs in the country. Cyber Security

The MoU intends to promote closer cooperation for exchange of knowledge and experience in detection, resolution and prevention of security-related incidents between India and Finland. The MoU was signed in January, 2019.

The MoU will facilitate the exchange of information, expert meetings, seminars, technical visits and implementation of jointly agreed cooperation projects. The MoU was signed in March, 2019.

  1. Exchange of information and documents relating to legal metrology;
  2. Develop a training programme for officials and non-officials dealing with the subject of legal metrology;
  3. Exchange of officials, experts and professionals for mutual cooperation in the area of legal metrology;
  4. Participation in Seminars, Workshops, Meetings, Attachment Learning Programmes, etc. in area of mutual interest, as may be appropriate;
  5. Establishment of requirements for pre-packaged goods and carrying out the state metrological supervision of pre-packaged goods;
  6. Review of the status of the rules/regulations on pre-packaged goods.
  7. Sharing of experience in carrying out of metrological supervision in mutual settlements between producers and consumers.

Astronomy

The MoU will lead to new scientific results, human resource development through increased scientific interaction and training, joint use of scientific infrastructure, etc. The MoU was signed in November, 2018.

Health

The Union Cabinet, has approved the proposal of the Ministry of Health & Family Welfare for signing a Memorandum of Understanding (MoU) between the Ministry of Health & Family Welfare of the Republic of India and the Ministry of Health of the Kyrgyz Republic in the field of Health.

Scope of Cooperation:

The Memorandum of Cooperation covers the following areas of cooperation:-

  • Strengthening of healthcare systems;
  • Non-communicable diseases, communicable diseases and anti-microbial resistance;
  • Development of hospital management systems and health information systems Hospital Management;
  • Maternal and child health;
  • Medical Researches;
  • Exchange of experience in the transplantation of kidney and liver, cardiac surgery, oncology, orthopedics, traumatology, etc.;
  • Improving capacity of human resources in the field of health;
  • Exchange of information and experience in the field of regulation of pharmaceuticals & medical devices circulation;
  • Exchange of experience and information on good practice of clinical trials of medicines and medical products;
  • Integrated surveillance of diseases;
  • Arranging visits for the experience exchange among physicians, nurses and IT-specialists;
  • Exchange of experience on e-health;
  • Providing  opportunities   for  health  specialists   to  receive  training  and professional development at the “India-Kyrgyz Center for InformationTechnologies” with further internships in the Republic of India;
  • Health Tourism; and
  • Any other area of cooperation as may be mutually decided upon.

Implementation:

A Working Group will be set up to further elaborate the details of cooperation and to oversee the implementation of this Memorandum of Understanding.

Securities and Exchange Board of India (SEBI) signed a Memorandum of Understanding (MoU) today with the Insolvency and Bankruptcy Board of India (IBBI) at Mumbai. The said MoU was signed by Shri Anand R. Baiwar – Executive Director, SEBI and Shri Ritesh Kavdia – Executive Director, IBBI.

SEBI and IBBI being interested in the effective implementation of securities laws and Insolvency and Bankruptcy Code, 2016 (‘Code’) including the SEBI (Appointment of Administrator and Procedure for Refunding to the Investors) Regulations, 2018 (Administrator Regulations) have agreed under the MoU to co-operate with each other.

The MoU, inter alia, provides for: (a) sharing of information between SEBI and IBBI subject to the limitations imposed by the applicable laws; (b) panel of Insolvency Professionals (IPs) to be appointed as Administrators underAdministrator Regulations; (c) periodic meetings to discuss matters of mutual interest, including regulatory requirements that impact their responsibilities, research and data analysis, information technology and data sharing; (d) cross-training of staff; (e) capacity building of insolvency professionals and financial creditors; (f) joint efforts towards enhancing the level of awareness among IPs about the importance and necessity of swift administration process under the provisions of the Administrator Regulations, promoting entrepreneurship, availability of credit and balancing the interests of all stakeholders under the Code, etc.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the agreement between Republic of India and the Republic of Belarus on Mutual Legal Assistance (MLAT) in Civil and Commercial Matters.

The Agreement after having come into force will promote Mutual Legal Assistance between the Contracting Parties in Civil and Commercial Matters.

The proposal aims to benefit the citizens of the respective Parties seeking Legal Assistance in Civil and Commercial Matters in the requested Party irrespective of any gender, class or income bias.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has given its approval for Memorandum of Understanding between India and Finland on cooperation in the field of peaceful uses of outer space.  The MoU has already been signed in 10th January, 2019 at New Delhi.

Impact:

The signed MoU will provide impetus to explore newer research activities and application possibilities in the field of remote sensing of the earth; satellite communication; satellite navigation; space science and exploration of outer space.

Cooperation with the Government of Finland would lead to develop a joint activity in the field of application of space technologies for the benefit of humanity.

Details:

The Memorandum of Understanding shall enable the following potential interest areas of cooperation such as,

  • Remote sensing of the earth
  • Satellite communication and satellite-based navigation
  • Space science and planetary exploration
  • Development, testing and operation of space objects and ground system
  • Launching of Finnish Space objects by Indian launch vehicles
  • Processing and use of space data
  • Developing innovative applications and solutions based on space technologies and the use of artificial intelligence
  • Cooperation around emerging New Space opportunities and data ecosystems and sustainable used of outer space.
  • Under this MoU the Participants or upon their authority, the implementing agencies, may set up project teams if necessary, to manage specific cooperative projects taken up under implementing arrangements.

Implementation Strategy and Targets:

  • The Participants will each nominate a coordinator for the purpose of coordinating cooperative activities under this MoU. In order to facilitate the implementation of this MoU, the Participants could meet on mutual decision alternately in India or in Finland or through videoconference.
  • The Participants or, upon their authority, the implementing agencies, may set up project teams if necessary, to manage specific cooperative projects taken up under implementing arrangements.

The move comes in the background of interest expressed by the Govt. of Finland for co-operation in the area of Space.

The Union Cabinet chaired by Prime Minister Narendra Modi has approved Memorandum of Understanding (MoU) between India and Brazil on cooperation in the field of Traditional Systems of Medicine and Homoeopathy.

Benefits:

The MoU will enhance bilateral cooperation between India and Brazil in the areas of Traditional Systems of Medicine. This will be of immense importance to both countries considering their shared cultural heritage.

Background:

 India is blessed with well-developed systems of traditional medicine including medicinal plants, which hold tremendous potential in the global health scenario. India and Brazil share a very close and multi-faceted relationship at bilateral level as well as in plurilateral for a such as BRICS, BASIC, G-20, G-4, BSA, and in the larger multilateral bodies such as the UN, WTO, UNESCO and Who. Brazil is one of the most important trading partners of India in entire Latin America and Carribean region.

Both India and Brazil are rich in biodiversity with a large range of health practices based on medicinal plants and history of use of traditional medicine. Ayurveda, Yoga and other traditional systems are popular in Brazil.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the signing Memorandum of Understanding between India and Kuwait for cooperation on the Recruitment of Domestic Workers.

Details:

The MOU provides a structured framework for cooperation on domestic workers related matters and provides strengthened safeguards for Indian domestic workers including female workers deployed in Kuwait. The MOU is initially valid for a period of five years and incorporates provision for automatic renewal.

Implementation Strategy:

Under this MOU, a Joint Committee will be set up to follow up the implementation of this MOU.

Major Impact:

The MOU will promote bilateral cooperation in domestic workers related matters between the two countries.

Beneficiaries:

Around 3,00,000 Indian domestic workers deployed in Kuwait. This includes around 90,000 female domestic workers.

On 22-04-2015, a Memorandum of Understanding was signed between the Artificial Limbs Manufacturing Corporation of India (ALIMCO) and M/s Motivation U.K. The objective of the MoU is to transfer technology from M/s Motivation U.K. to ALIMCO, in order to produce and provide cost effective and affordable technologically advanced Wheel chairs to PwDs across the country. The MoU will improve the independence and mobility of PwDs from all sections of society in the country as well as fulfill the dream of ‘Make in India’.
